When someone reacts to one's comment, no notification is triggered via email, but it can only be seen directly in Jira on notifications section (which is not so commonly used).
Is there an option to enable email notification when someone reacts to my comment?

There is not an email notification option for Jira comment reactions. While I have not dug into Automation in detail I did think to check there first to see if there was the ability to trigger on a reaction but I did not see it.
Here is the suggestion to add email notification on a reaction:

My guess is your question is about Confluence rather than Jira - I am not aware of a notifications section in Jira. Correct me if I'm wrong!
In Confluence, email notifications of comments (both added and edited) are sent to people watching the page, as per this support article (see the Notes paragraph at the bottom of the page). So just watch the page in order to receive notifications.

There is a bell icon on the right top in Jira. Not sure if that's only on cloud version that I am using currently...

It's indeed kinda the same thing as in Confluence, but apparently even across applications.
Sorry for that! Notifications are triggered from the notification scheme in a classic project or from Notifications in a next-gen project. In either case, navigate to project settings > notifications.
And again, in either case check the settings for these triggers:
Check who notifications are sent to and update accordingly!
