When grooming the Backlog, is there a way for the team members to input a vote on what they think the Estimation of the Issue is?

There are some poker planning apps in Jira that you can take a look at, without making any recommendations I would point you to marketplace listings. I would say evaluate couple of them for sometime before making a decision, but you would need an app for doing this.

Hey Cari, one clarification worth adding since this trips people up: Jira does have a built-in Vote feature, but it isn't the thing you want here. Native voting is one thumbs-up per person to signal that an issue matters, it fills the Voters field and you can sort on it in JQL, so it measures interest rather than size. There's no native way for each person to submit a number and then compare estimates.

Whichever one you land on, the thing worth testing during your evaluation is whether votes really stay hidden until the reveal. That's the bit that stops the anchoring problem in grooming, and not every tool does it.
