I know Jira Align has an ideation module, but our org doesn't yet qualify to use Jira Align. We're planning to leverage Jira Portfolio for portfolio management and need to establish a work intake/ideation management process.
You could basically create a specific issue type for that in Jira. You could configure any workflow you like to match your process.
But for full blown ideation, you may have a look at the brand new Jira Product Discovery, which is currently available for free in beta. That may be a promising option with a lot of capabilities ...
