I know that I can see my own notifications using the bell.
Is there any way to see all the notifications for a different account?
The problem I'm trying to solve is that one Jira user gets lots of notifications, but doesn't always check them. So comments or requests go unanswered for too long (sometimes). If I could look at these users notifications, I could remind or escalate for the most important issues.
This would also be useful if someone is out of the office for a while.

I'm not sure if the option at what level of Admin access (Jira application Admin, Site Admin, Organization Admin) the option becomes available, but there is a "Login as user" option available from the User Management screen when you bring up an individual user's account. That might give you access to view another user's notification. That user will be notified that you are impersonating them.
It is not a sustainable solution for a person to manually use the Login As User option to check other peoples' notifications and then tell those people which ones are "important".
It would be a better idea to address why the user is getting "lots" of notifications. Are they getting notifications that they don't really need? Are they getting notified for too many issues, or too many events for each issue? Are they really getting too many notifications for them to review, or are they just not doing their job which includes review and responding as needed to those notifications?
