Is there a way to set up groups for JIRA filters?

Is there a way to set up groups in JIRA filters
So I dont have to keep typing the following into filters

AND Confirmer not in (xxx,xxxx,xxxx,xxxx,xxxx,xxx,xxxx,xxxx,xxxx,xxxx,xxx,xxxx,xxxx,xxxx,xxxxxxx,xxxx,xxxx,xxxx,xxxx,xxx,xxxx,

xxxx,xxxx,xxxx,xxx,xxxx,xxxx,xxxx,xxxx,xxx,xxxx,xxxx,xxxx,xxxx,xxx,xxxx,xxxx,xxxx,xxxx)

Confirmer not in membersOf("jira-developers") AND Confirmer not in membersOf("jira-administrators") AND ....

If we create groups manually in JIRA, how can we allow non-jira-admins to add the users to their groups?

Unfortunately, only JIRA Admins can do it.
