Is there a way to put the linked issue first before the description box?

I just want to know if there is a way to put the linked issues first before the description box on JIRA item types. I checked the issue layout and the linked issues are not there.

Not at the moment. Atlassian is working to allow more field types to be allowed in that left description area of the ticket but it's not super clear where we'll end up in terms of support.
