Is there a way to only enable users to bulk import but not bulk edit or bulk delete?

Would like to allow select users to bulk import (we successfully use the csv import) but not allow them to bulk edit/delete to reduce risk.

Not really. You could setup a permissions scheme to restrict the permissions for edit and delete. That would mean they couldn't delete or edit on any ticket where applied so might be a bit too restrictive.
