Is there a way to move the Issue Pop-Up window so I can see text behind it?

Currently, when editing fields on a task, or when changing the status and then editing fields for the status change, that pop-up window covers all the text on the issue behind the window.  Is there a way to move this window to the side so I can see behind it?
