Is there a way to disable notifications for a specific issue?

Sometimes I'm modifying a ticket and don't want to send notifications of every change to its watchers, assignee, etc.

Is there any way to enable an option like this, perhaps only for certain user roles?

A pragmatic one - if not to often - remove watchers > change > set them back in. 
only works if you don‘t notify „added as watcher“

Hi @eirens ,

The idea of issue security scheme may work. If you have restricted the browse permission on an issue using security level, users who do not have access to see issues may not receive notifications. I have not tried, but may work.

Not really. You can update the permission scheme to meet this need, but the change is likely to impact more than a single user. Cheers!
