Is there a way to delegate user access management to the "Project Administrators" role?

As our Atlassian usage grows, I'd like to see if there is a way to authorize the selected group of administrators for their specific projects (with the Project Administrators role) to be able to add users to Jira, rather than requiring the Site Admins to perform this function.

Welcome to the Atlassian community.

That really depends on how you are allowing users to be added to the products.

Do you manage product access with local groups or are you tied into an IDP (like Active Directory) and leverage groups from there?

Do you allow Invitations to be used to add people to a product?

Have you claimed and verified domains?

You can't give site admins permissions to Project Admins other than by making them Site Admins. But there are multiple configurations that can be used for managing access to products. Depending on how you set those up, users can be given product access without intervention from a Site Admin.
