My team is trying to have a RAG for the project in Jira. We do not want this at the issue level. Is there a way we can do this natively in Jira without a 3rd party app?

Do you mean a single field, Red/Amber/Green (RAG) indicator which somehow evaluates and displays the status for a project at a glance?
If so, I believe the answer is, "no, there is nothing built-in which can do this."
There are most likely marketplace addons (free or paid) which can do this. Or your team(s) could use the development addon capabilities of Jira Cloud to build this yourselves, perhaps as a dashboard gadget.
My recommendation would be to clarify how you determine the status values of RAG, how stable those definitions are, what history and reporting you need, what visibility to users (or not users) of Jira, and so on. And then investigate either buying / building.
A quick, let's try this out, approach would be to use one of the spreadsheet addons (like for MS Excel or Google Sheets), build and save a query that provides the data to make your RAG, and use that for a while. Opening the spreadsheet would update your status indicator.
