Is there a way to copy a whole jira setup without users or jira tickets to a completely new Jira

I'm looking to copy a Jira setup to a completely new Jira site, i don't want to bring any issues / tickets or users across. Is there a way to do this without affecting the one i want to copy as i want to make a blank duplicate and run them both for separate things.
