Is there a way to collapse the whitespace between the header and filters?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
way back in the day you could collapse these areas on a given screen with the screen shots below. This has since been removed (who knows how long ago) - and before it waasn't that big a deal because scrolling was a whole page scroll. Now that there are components that drive the scroll area, you have this amount of screen real estate taken up by white space. Is there a way to collapse this right now?
