Is there a way to be notified when Atlassian is experiencing an issue that could affect my users?

My company has asked each of the admins for the different softwares we use to try and find a way to be notified in case of an outage for each software we use. Is there a way to get notified when JIRA or Atlassian is experiencing an outage or decreased usage that may affect my end users? 

Anything like a message board to check, the company's Twitter account, or more preferably for us to be put on an email distribution list.

Yes, go to Atlassian Status and subscribe to updates for the product and/or service that you want to be notified about.

Awesome!! This is exactly what I was asking for. Follow on question: is there a similar thing for any updates to Jira that are put out? Like hey we are about to change X and we wanted to tell you type updates.

Officially no, and this has been brought up in the past that something like that would be useful. Atlassian Cloud Support has a blog post that shows recent changes, have a look at https://confluence.atlassian.com/cloud/blog/2019/04
