Is there a way to avoid Ampersands being decoded to "&" in pasted links?

Example:

JIRA converts

`https://mypage.com/?id=txkfjy&p=category_page`

into this

`https://mypage.com/?id=txkfjy&p=category_page`

which makes the URL unusable as the parameters are critical.
