Is there a way in Jira Cloud to allow users to Share/Create filters & Dashboards & not boards

Currently we have an instance of Jira Software in the Data Center and in here, we have a permission which allows a user to create/share a filter but allowing this also allows them to create a board which we don't want.

We have plans to migrate to Cloud and I was wondering, if in Cloud, there was a way to allow a user to create and share a filter and dashboard without having access to create a board on an existing project.

No, there is no separate "create a board" permission apart from the global create shared objects permission.
