Is there a simple way to get a report in JIRA that sums time per issue by user over time

Is there a simple way to get a report in JIRA that has the following fields (Reporter,Summary,Actual Time Spent) where time spent is the amount of time the user spent over a given time span such as months and the report actually sum this up?

Try to use the Tempo Timesheets plugin:
