Is there a function to set macro descriptions, labels etc. for issues?

Descriptions on issues tend to be 80% the same information.

Is there a way to auto-populate or create a macro on not just Descriptions, but priorities, assigner, etc. when creating an issue? 

I find myself either copying and pasting instructions or typing about 80% of them.
