Is there a Project Status issue type. I need to carry a project identifier,relevant milestone dates, a status value and a traffic light value?

I want to create a dashboard which lists a Portfolio year, Project identifier, project name, project family, about 6 key milestones, a current status, and a PM assigned traffic light value. Most of the values can be imported from an external data source. I have not been able to see an issue type like this so far.

Not by default, but you can always add one.  Go to admin -> issues -> issue types and click add.  You'll probably want to create custom fields for the other data you want to track.
