I have a Kanban board that I am trying to use with a mobile device on the web browser I can't scroll on an open ticket when creating it. Also is there a way to open New tickets on the mobile app?

Are you using the Jira Cloud app (either for IOS or Android)? Or are you trying to access the Jira Cloud site using a mobile web browser?
I would expect that you could scroll in either case, but I'd like to try to learn more about your specific environment here to better understand the behavior you are reporting here. We do have some details in Supported browsers for Atlassian cloud products. This page explains which browsers we support both for a desktop or mobile clients.
Could you let me know what version of operating system and browser version you are using here?
