Is it true that we can see the sum of time tracking in other project?

I'm planning to use time tracking on Jira Software for man-hour administration. We have the rule that we are prohibited to see other project's information. I heard from my client that we can see the sum of time tracking in other project. If it is true, I also would like to know how to avoid seeing it. Also, I'd like to confirm whether user who is non-administrator can see the sum of time tracking.
