I created and issue in one project (ex. ASB-1) and moved it to another project (ex. S4BC-3). Due to development activities, I need that issue to have the old JIRA Issue key (ASB-1). Is there a way to move the issue back to the old project and retain the old issue key?

No, there's no "undo" in JIRA.  If you move the issue back, it'll take the next free number in the project, like any other issue move.

Yes - but only under the most extreme circumstances.

You "simply" restore an old backup before the original move and then expend an extremely large amount of time and effort re-transacting all the subsequent operations (except the move).
