Is it possible to trigger a required field screen when a ticket is moved from backlog to a sprint?

We want to implement value points into our project but usually, we create tickets and are not very sure of the value that particular ticket will create so we do not want to make value points a mandatory field but what would be great to have is that when a particular ticket is moved from backlog to a sprint then a screen pops up asking for the value points and then it is a mandator field.

I'm looking for a similar solution. The solution I'm looking for is to trigger a requirement (specifically a comment) when a ticket is moved in/out of an active sprint.
