I believe the maximum size for an attachment is 2GB per file from google, am I right? But our user/client wants to limit the size of the attachment in 10MB per file instead of 2GB. Is it possible?

Since you haven't specified your hosting type (cloud vs on prem):
If you are on cloud, make sure to check what cloud plan you are on, as the free and standard plans have limited storage (2 and 250 GB respectively).
