We have an on prem server that is having an issue with GitLab syncing the incorrect user accounts with Merge Requests. We have identified the issue in the API call but I cant figure out how to get in contact with support.....

There is no support for server anymore. It has reached EOL.
There might be still some Atlassian partners available for consulting.

The short answer is no, you cannot renew maintenance for Jira server. Atlassian ended all support for server apps Feb 2024.
