Is it possible to limit the users to create a specific request type by their organization? or Role?
For example:
There are 4 requests:
Service Request - ICT only may create requests here
Incident Request - Engineering only may create requests here
Problem Management - Data Center only may create requests here
Change management - BI only may create request here
The only assigned request to them depending to their organization or role is only visible to them and create a request.

You could theoretically do this if you insert a validation on your issue type workflows. You should separate the customers to the above groups (e.g. ICT, Engineering, DC and BI) and add these groups as validators. But role would work as well.
