Is it possible to hide the issue change history in Jira Cloud for specific projects and for users who belong to the ABC group? If so, how can this be implemented using a Forge app?

Natively in Jira no. Jira was designed to show the history change of the issues. You cannot do this even with ScriptRunner, because this is hard coded. Closest solution to this is to add a work item security scheme and include security levels where only the users of a certain project role will be able to see whole work items, meaning that everyone who is outside of this scope will not see these work items.
Unfortunately it's not possible to hide it, not on cloud and not yet. There are the following issues which you can vote and watch:

Currently, Jira Cloud does not offer an in-built option to disable the Jira issue history tab for any users, or for any specific users. This feature is designed to maintain audit and traceability, which are crucial for many users and organizations.

As a Workaround:
You can clone the work item. By cloning the Work item, the Original Issue history will not be retained and you may able to delete the existing work item/ or apply a security level so that other users cant see, contains the data
