Is it possible to have users on Jira standard and other on premium?

So we are merging certain business units into one jira space, where the first unit only uses Jira standard for Agile scrum, but the other unit needs the functionality of advance roadmapping. Is there a way to have specific user assigned to the premium plan, whilst others are tied to the standard plan? Or do all users from the same Jira space need to be on the same plan?

plans are for instance basis and not for specific users.
