Is it possible to have users from one JIRA license interact with a project in another JIRA license?

Basically, company A has a JIRA license and company B has a JIRA license. Can company A's users be added into company B's user groups?

Well, they can be added, but that has nothing to do with the licence usage

If you have say 450 users in total and they all need to use both JIRAs, both systems will need to be licenced separately to 500 users.
