Is it possible to grant users access to the 'External System Import' function without admin perms?

Looking to enable a few users to be able to bulk upload/modify issues using the External Import function, but not looking to give them JIRA Administrator global permissions. 

This doesn't appear to be possible according to the documentation, but I want to confirm before relaying that message to our users.

i have similar problem. Do we have any updates on the above query.

Usually we don't get  / give admin access to all users. Test Case upload is a common and basic thing that the QA members look for in tools.

Please can someone help on this ASAP?
