We are running a system where we use Jira for project tasking and Confluence for our KM. We have a contractor who will be doing development for us and will have to use an administrative license to setup their project structure in Jira. But we do not want them obviously to have full access to the rest of our system. Is it possible to limit their rights to just their project?
Not out of the box. There may be a plugin that I'm not aware of.

so you mean in addition to the "Administer projects" permission access to underlying schemes and such? If yes, I'm not aware of a solution to that use case.
