Is it possible to create a issue and assigned to users in that project?

HI I am trying to create a issue in JIRA and it automatically assigned to user in that project.but i am getting error message like user was not exist.but users are there in that project.

In the Jira permission scheme, access to the project, assignable assignees, etc. are set separately. Please confirm whether the user has permission to be assigned.

What do you mean "users are there in that project"?

Users do not belong to projects.
