Is it possible to access installed app by non-admin users?

I'm building a marketplace app. Currently, only admin users can access it using Apps menu. My server can see requests coming in from Jira.

If I try to access the same using non-admin user, Jira shows pop-up "something's gone wrong". And I also can't see any requests coming in on my server, which means Jira isn't sending/requesting anything.

Is it possible to allow non-admin user to access app from Apps menu? If yes, how?
