Is it possible to access Jira Cloud from a different country to which the user account is registered?

Is it possible to access Jira Cloud from a different country to which the user account is registered?

I'm from Argentina and I recently got a JIRA Cloud account. I've got a business partner in Bolivia, but he can't use my information account to log into JIRA (it says "invalid credentials"), how can this be possible? Is there a limit to the number of users that can access the same account?

It shouldn't matter where you are, I'm afraid he's getting the login wrong somehow.
