Is it possible for the user to define their own option for a drop-down list?

When creating a new issue, users are able to select an action from a predefined drop-down list. Can I add a field called "Other..." that allows the user to define their own action, so that users can specify actions not in the list?

Not with a select list, the options are controlled by the administrators.

To allow the users to add whatever they want on a field, use a label field instead.
