We’re currently using a paid plugin in our Jira Cloud instance, which has 36 licensed users. However, only a few users actively need access to the plugin.
I understand that most Marketplace apps follow Atlassian’s policy of requiring licenses for all users on the Jira site, regardless of who actually uses the plugin. That said, I’m wondering:
Is there any workaround or configuration that allows us to restrict plugin access and only pay for those users who need it?
Has anyone worked with a vendor who offers a partial-user pricing model?
Are there any Atlassian-supported alternatives or best practices for this situation?
Any insights or advice would be greatly appreciated!

Short answer: no. App pricing is based on the number of users of the Atlassian product you add the app into.
Atlassian is, however, looking into new ways of licensing for apps. You want to keep an eye on the cloud roadmap for apps and extensibility and more specifically on:
