Click the ellipsis on the work items page (with my items selected) and choose Bulk change work items to open the Bulk Operation Page
From there I choose all my tests on the Choose Work Items Page and click next --> Edit Work Items, click next --> Select Change Test Type and change from to Automated, Click Next --> Click Confirm and the bulk operation progress page pops and claims it completed but my items are still marked as manual.

Are you using an app for testing, so which app, as it can be that this information needs to be changed via the API of the app.
Or are these custom field values on issues you are trying to change?
As this might not be possible via Jira's native bulk update function.
Can you provide more context and screenshots?

We use xray for test management. This is the flow I'm going through. Select the tests, then 4 steps in the bulk operation section that result in a 100% complete. When I open the test cases though they're still set to manual test type.

I don't think this is possible, as this field is specific to xray issues and will also impact the test details.
It is not a normal custom filed.
On changing this field, al test details set will be lost (see documentation).
The only way available to Bulk update Xray issues would be using the importer as explained on the official app documentation
