Do invited users count toward the license allocation, even if they haven’t accepted the invitation ye for any Atlassian product ?

If you invite someone and give them product access, they can count as billable even before accepting the invite.
If you do not want them billed, you need to remove/suspend them or remove that product access again.
When they are only portal customers in JSM, that is a different case and they are not counted like normal product users.
