×I have found that we have a free instance of Jira set up prior to my arrival. The original user is gone. I have been able to get myself access to the Atlassian Admin account, however when I attempted to invite other users, the invite is never received. I believe this may be why I cannot grant myself site admin rights to Jira, which is precluding me from configuring Jira in the manner we need. Do I need to verify the company domain or set up email delivery in order to add members or otherwise enable myself or someone else to become the admin of Jira?

Welcome to the Atlassian community.
When you say you got access to the "admin" account, do you mean the Organization Admin account?
And is that separate from the email you would normally use to access the environment?
Are the invitations being sent to users who are all in the same email domain?
Have you confirmed that the emails are not in the users' spam/junk email folders?
Have you tried resending the invitation?
Has anybody in the same email domain received an invitation?
Are you able to reach this page?
https://<yourSiteUrl>/jira/settings/system/notification-logs
That will provide you with some information about invitations that could not be sent.
