We have a project to integrate JIRA with iPaas. iPaas is already integrated with ServiceNow. The expected outcome is to create/update incidents in ServiceNow whenever an issue is created in JIRA or vice versa. We have all the API definitions and the JSON Payload for iPaas. Will the default Webhook meet our requirement or do we have write our own code to call the APIs from JIRA? Could you please give a high level explanation of how we can do this?

I believe that, yes, you will indeed need to develop the code to use the Rest API from Jira. I am not sure if you have considered an OOTB solution for this integration. Exalate is a bi-directional synchronization application which can sync Incidents in ServiceNow to Jira issues with minimal configuration and setup.

Yes, you need to have Scripted REST APIs created and webhooks registered for accomplishing integration between Jira and ServiceNow. Using this REST API requires in-depth technical expertise and investment of resources and time from you to accomplish the job.
