Installing Jira in development server farm

Jira Installation was ok. After I have followed the following instruction for enabling https

when I try to connect to Jira at: 

https://localhost:8443/

I'm experiencing the error:

Setup: Tomcat is misconfigured

The server.xml file is missing parameters needed by Jira to handle requests that contain special characters.
