Hi @Gene Crozier and welcome to the community.

Taking that message at face value, does the logged-in user have Jira permission to create issues in that project? It could also be that the Jira project is archived or closed.

Your Jira administrator might also have to check the Atlassian Integrations to allow Jira and Bitbucket to interact.
