Increase number of users without upgrading Jira

I would like to know if it is possible to buy a new license for an old Jira Server instance, in order to increase the number of allowed users, without upgrading the Jira Server.

Yes.  A licence key for Jira Software doesn't really care what version of Jira you are currently on (although if you're on a version below 4, you will need the key in a different format). 

Take your current numbers, buy the increase and apply the new licence.
