I can only offer my own opinion, our instance has the maximum attachment size to JIRA's built-in limit. I have found there is not a noticeable difference on page loading.
However, I have not stress tested a page load of an issue with over 20 attachments, each at 2GB a file. This is something you could easily do yourself with most browsers, which have in-built dev consoles.
