Checks the maximum number of processes (threads) the user account can run at the same time. The maximum processes is defined by the operating system, and if it is too low you may experience performance issues and out of memory errors.
The maximum number of processes for the user account running JIRA is currently 709, which can cause performance issues. We recommend increasing this to at least 4,096.
I don't know how to increase the value from 709 to 4096, instructions please ?

This apply to both Jira and Confluence. Just replace confluence and put the user who runs the process (usually jira). Yes, you need to modify your operating system.
