×In velocity report, for the latest completed sprint the "Commitment" bar is absent while the "completed" bar is still present.

There could be a possibility that there were no issues in the sprint when it was started. The velocity report shows "commitment" value only for issues that were present in the sprint at the moment it was started.
You can navigate to the sprint report and validate it under status report.

Thanks for the answer, @Shalini Pradhan . Possibly that's the case,during the start of the sprint, the date was set to a prior date/time.
However, is there a way to update the start date/time of a closed sprint?

Unfortunately, editing the start and end date for a closed sprint is currently not possible. Thus, you won't be able to edit the dates once the sprint has been closed. We already have a feature request in place to add this functionality in Jira Cloud, but I'm afraid it was closed.
Workaround:
You can reopen a closed sprint and afterwards edit the Start and End date for the sprint before closing it. You can refer to the steps in the below articles:
