Aside from regularly deleting unused attachments, the only solution is to upgrade Jira Cloud from Standard to Premium.

My 3‑step cleanup:

1. Duplicate groups (hash‑based) → remove non‑canonicals.
2. Large/old files tied to inactive issues → prune.
3. Low‑value patterns (log/dump/temp/system files) → sweep
