In free plan - how to restrict users - or all are considered admins

In a Free plan you cannot implement Issue Security. You cannot assign users to Roles within Projects. All users granted access to a project are implicitly granted the Administrator role in that project without explicitly being granted the role. The users will have all permissions granted to the Administrator role. If you modify the permission scheme and remove the Administrator role's access to a permission, you will remove that permission for all users that have access to the project.
