If Permissions Scheme doesn't change but functionality does ...

This is the 3rd time that my scrum masters cannot modify/close/create a sprint but the permissions scheme has not changed and the roles have not changed.  In fact, the same scheme is used in multiple Projects and only 1 of them suddenly took this feature away but other Projects still function as expected.  

This is not the first time so I am very confused.

A couple of things that I can think of off the top of my head.

1. Are the new projects Team-managed projects?  Permissions schemes don't apply to those.

2. Are you scrum masters given the appropriate roles in the new projects?  If you don't apply the roles to groups you'd have to individually apply those roles on the new projects.

Thank you Robert for your ideas.  None of our Projects are Team Projects and yes the SMs have the correct permissions - in fact, their permissions issues came up over night.  They have been able to change sprints and create them as of yesterday.
