Is this the appropriate place to contact Jira administrators to resolve this issue? My Minecraft log in would not accept my password (the site routinely asks for you to "log in" to verify user name and password) and after several failed attempts I tried to reset the password and it keeps saying it has sent an e-mail but it never arrives.

I'm afraid it is not the right place.

This is the Atlassian Community, loads of people with an interest in Atlassian, but not necessarily your admins.  They might be active here, but most of us don't know of them and they may not see this question.  I know Mojang uses Jira and Confluence, but I'm afraid you've clicked on a link for "help with Atlassian stuff" rather than "help with Mojang".

Thanks, I've left an inquiry with Mojang and will wait for them to answer. I'm not sure why they suggest Jira admin as the place to get help with no link or information on how to get to that help???
